    Welfare Incentives and Interstate Migration: An Analysis of the Migration Decisions of Poor, Single Mothers

    The purpose of this paper is to examine the role of welfare incentives in the decision to move for poor, single mothers. Using micro-level data from the Panel Study of Income Dynamics (PSID) and other sources, I develop an econometric model that estimates the influence of state welfare benefits on the interstate migration decisions of poor, single mothers, whether that be moving from states with low benefits or to states with high benefits. This study builds upon previous literature concerning interstate migration by considering new methodological approaches and theoretical models. Ultimately, the evidence suggests that while the welfare benefits offered at the current state of residence and those at potential states of residence influence the migration decisions of poor, single mothers, the effects are modest

    A sound card based multi-channel frequency measurement system

    For physical processes which express themselves as a frequency, for example magnetic field measurements using optically-pumped alkali-vapor magnetometers, the precise extraction of the frequency from the noisy signal is a classical problem. We describe herein a frequency measurement system based on an inexpensive commercially available computer sound card coupled with a software single-tone estimator which reaches Cram\'er--Rao limited performance, a feature which commercial frequency counters often lack.     On phase behavior and dynamical signatures of charged colloidal platelets

    We investigate the competition between anisotropic excluded-volume and repulsive electrostatic interactions in suspensions of thin charged colloidal discs, by means of Monte-Carlo simulations and dynamical characterization of the structures found. We show that the original intrinsic anisotropy of the electrostatic potential between charged platelets, obtained within the non-linear Poisson-Boltzmann formalism, not only rationalizes the generic features of the complex phase diagram of charged colloidal platelets such as Gibbsite and Beidellite clays, but also predicts the existence of novel structures. In addition, we find evidences of a strong slowing down of the dynamics upon increasing density.Comment: 6 pages, 6 Figure

    Strongly birefringent cut-wire pair structure as negative index wave plates at THz frequencies

    We report a new approach for the design and fabrication of thin wave plates with high transmission in the terahertz (THz) regime. The wave plates are based on strongly birefringent cut-wire pair metamaterials that exhibit refractive indices of opposite signs for two orthogonal polarization components of an incident wave. As specific examples, we fabricated and investigated a quarter- and a half-wave plate that revealed a peak intensity transmittance of 74% and 58% at 1.34 THz and 1.3 THz, respectively. Furthermore, the half wave plate displayed a maximum figure of merit (FOM) of 23 at 1.3 THz where the refractive index was -1.7. This corresponds to one of the highest FOMs reported at THz frequencies so far.     Reconciliation of experimental and theoretical electric tensor polarizabilities of the cesium ground state

    We present a new theoretical analysis of the strongly suppressed F- and M-dependent Stark shifts of the Cs ground state hyperfine structure. Our treatment uses third order perturbation theory including off-diagonal hyperfine interactions not considered in earlier treatments. A numerical evaluation of the perturbation sum using bound states up to n=200 yields ground state tensor polarizabilities which are in good agreement with experimental values, thereby bridging the 40-year-old gap between experiments and theory. We have further found that the tensor polarizabilities of the two ground state hyperfine manifolds have opposite signs, in disagreement with an earlier derivation. This sign error has a direct implication for the precise evaluation of the blackbody radiation shift in primary frequency standards.Comment: 7 pages, 2 figures, accepted for publication in Europhysics Letter

    Rb*He_n exciplexes in solid 4_He

    We report the observation of emission spectra from Rb*He_n exciplexes in solid 4He. Two different excitation channels were experimentally identified, viz., exciplex formation via laser excitation to the atomic 5P3/2 and to the 5P1/2 levels. While the former channel was observed before in liquid helium, on helium nanodroplets and in helium gas by different groups, the latter creation mechanism occurs only in solid helium or in gaseous helium above 10 Kelvin. The experimental results are compared to theoretical predictions based on the extension of a model, used earlier by us for the description of Cs*He_n exciplexes. We also report the first observation of fluorescence from atomic rubidium in solid helium, and discuss striking differences between the spectroscopic feature of Rb-He and Cs-He systems.Comment: 8 pages, 8 figure

    Endowment Effects and Contribution Strategies in Public Good Experiments

    We investigate behavior in a laboratory public good experiment with unique endowment schemes that allow a wider range of contribution strategies than in standard voluntary contribution mechanism (VCM) experiments. A baseline treatment follows a standard VCM design (subjects receive 10 tokens in each of 10 rounds that may be allocated between a private account and a group account). In a new carry-over treatment, any tokens not allocated to the group account in the current period are made available for contributions in future periods. Under full endowment, subjects receive 100 tokens in round one (rather than 10 tokens per round for each of 10 rounds). In the pledge treatment, subjects’ allocation decisions for an initial endowment of 100 tokens may be changed in any round and are binding only for the final round. We find that the size of the effective endowment and whether contributions are binding significantly impact subject decision making. Deviations from the free riding outcome are greater when subjects have a larger portion of their total endowment earlier in the experiment, and subjects contribute less when their contribution decisions are bindin
